Welcome to the Administrative Council for Terminal Attachments (ACTA)

Welcome to ACTA, the authoritative gateway for the approval and registration of telephone terminal equipment and customer premises equipment (CPE) used with Advanced Communications Services (ACS), including Voice-Over Internet Protocol (VoIP) telephones, and the traditional Public Switched Telephone Network (PSTN).

Our Mission:

ACTA’s mission is twofold:

  1. To adopt technical criteria for terminal equipment to prevent network “harm” (as defined in 47 C.F.R. § 68.3) and for HAC-compliant ACS telephonic CPE, through the act of publishing criteria developed by ANSI-accredited standards development organizations.
  2. To establish and maintain database(s) of equipment approved as compliant with these technical criteria.

In fulfilling this mission, we collaborate closely with the Alliance for Telecommunications Industry Solutions (ATIS) and the Telecommunications Industry Association (TIA), under the guidance of the Federal Communications Commission (FCC), to uphold the highest standards in telecommunications connectivity.

  • Comprehensive Equipment Registration: Our focus extends to maintaining a detailed registration database for equipment compliant with ACTA’s technical criteria, whether it connects to ACS, VoIP systems, or the PSTN.
  • Information and Resource Hub: As a central point for information, we offer invaluable guidance, updates on compliance and standards, and detailed submission procedures for equipment registration.

The Administrative Council for Terminal Attachments (ACTA) announces that the Responsible Parties may now validate their Responsible Party Code (RPC) data for the 2024 calendar year. The established fee for RPC Data Validation is $125.00. A discounted rate of $95.00 will be in effect from October 2, 2023, through February 2, 2024. RPC Data must be validated on an annual basis.
